Some people are wary buying games through steam. There is no reason to fear Steam, if you are going to play TF2 you will have to login to steam and tie your copy of Orange Box to your Steam account one way or the other.

Heres how I see it:

• Pre-Ordering is going to save you 10% and comes with games you can play now (HL2 / HL2:Ep1 / Peggle).
• You get in the TF2 Beta.
• You get a free arcade game (its actually quite fun).
• You get in the TF2 Beta.
• You can Pre-Load the game now and activate it ASAP on release day.
• You get in the TF2 Beta.
• You never have to put the game’s CD in the tray to play.
• You don’t have to pay sales tax.

The only Negatives are you cannot cancel your pre-order through steam, you are essentially buying it. You don’t get any install media. But even if you do go to the store and buy the game, you never need the game’s install media after you install the game because you can always download the games tied to your account. You don’t get a paper game manual or cardboard box to display in your nerd game collection trophy case.
